Craig Covil

Mr. Covil, PE, was until Dec 2021 Managing Director for Itinera (P3 Developer) and Chief Development Officer for Halmar (contractor) responsible for coordination, project origination, teaming, technical strategy for solicited and unsolicited proposals, and project development and delivery for major Design-Build and P3 projects.
Mr. Covil has more than 35 years’ experience delivering major civil infrastructure, aviation, tunnel, land reclamation, maritime, highway, building, and transit infrastructure around the world; delivering projects in the UK, Australia, Asia, South Africa, Canada, Caribbean, and USA. Craig provides balanced and knowledgeable advice to developers, owners and contractors. His practical and collaborative approach to project delivery encourages effective value engineering and fosters innovation throughout the project lifecycle to achieve team goals and meet project objectives.
Most recently, he led the $1.4bn Fulton Street Station and the $4.5bn Second Avenue Subway in New York as a Principal at Arup. Overseas, he was a senior manager with Hong Kong Airport Authority delivering a $40bn new airport. He has managed large multidisciplinary design and construction teams on major design-build and P3 infrastructure projects. His work as a civil and geotechnical engineer focused on site preparation, civil engineering, foundations, underground structures and performance analysis.
He obtained a BSc in Engineering with Honors from the University of Surrey and a MSc in Soil Mechanics & Engineering Seismology from Imperial College, London. He attend London Business School Senior Executive Course in 2007. He is a Professional Engineer with numerous certifications; FASCE, FICE, FHKIE, FIEAust, and DBIA, and sits on a number of charity boards.
