David Alvarez

David Alvarez is an infrastructure professional with over 13 years of experience in public-private partnerships ("PPP" or "P3"), public sector procurement, and Project Finance. Mr. Alvarez has successfully advised on the origination, preparation and procurement of infrastructure and PPP projects for over US$3.2 billion in investment value. Presently, Mr. Alvarez serves as a Resident Advisor for the Infrastructure Finance Team of the U.S. Department of the Treasury focusing on Latin America and the Caribbean. Prior to this, Mr. Alvarez led the Strategic and PPP Advisory Practice of CPM North America where he led advisory engagements in Puerto Rico, Central America and North America. Prior to CPM, Alvarez was a Principal Advisor at Parsons Brinckerhoff where he provided technical advisory to a wide range of North America PPP transportation projects. From 2009 to 2013, Mr. Alvarez served as the Executive Director of the Puerto Rico Public-Private Partnerships Authority. David holds a Master of Science degree in Urban and Regional Planning from Florida State University (2000) and a Bachelor of Arts in Economics and International Affairs from West Virginia University (1997).
