He also provides ongoing support to Plenary's project teams through all phases of project development, with a particular focus on permitting and approvals processes, governmental and regulatory considerations, and design and construction activities. Prior to joining Plenary in 2017, Sia served as Senior Vice President and Senior Managing Director of AECOM's Design and Consulting Services Integrated Delivery group in the Americas. In that role, he was the firm's Chief Strategy and Development officer for design-build (DB) and Public Private Partnership (P3) projects in the Americas, directly responsible for end market sales, bookings, revenues in excess of US$1.0B per annum. A forty four-year veteran of the industry, Mr. Kusha is a highly experienced program and project executive who has delivered a variety of infrastructure programs and projects for a diverse range of public and private clients. Mr. Kusha has been instrumental in Integrated project and program delivery policy development in United States and Canada and has helped public owners develop design-build, integrated project delivery (IPD), and P3 legislation, programs, project pipelines in Arizona, California, Florida, Georgia, North Carolina, West Virginia and Virginia, as well as in Ontario, British Columbia, and Quebec. Chosen as a Fellow of the American Council of Engineering Companies, ACEC, for his outstanding service to the industry with regards to integrated delivery policy development and procurement of professional services, Sia is an industry expert who has deep relationships with elected and appointed officials, public sector owners, as well as private sector sponsors, advisors, developers, and contractors in the US and abroad. Mr. Kusha is a graduate of University of Wisconsin – Madison, with a degree in Civil and Environmental Engineering and is a Registered Professional Engineer in FL, GA, NC, WI, MN, and AZ.
