In 2021-22, Plenary’s portfolio grew to 56 projects worth more than $17.3bn. It signed four major, trailblazing P3 projects during the period across a number of geographies and sectors, including the DC Smart Street Lighting scheme and North Carolina Department of Transportation’s broadband infrastructure P3 project. As well as driving forward the P3 market through innovative deals, the company is actively participating in legislative and regulatory advocacy in the US and Canada, for example helping to shape legislative policy related to the US Bipartisan Infrastructure Law. Plenary has also put a significant focus on ESG attributes. The firm has collaborated with its supply chain to deliver Workforce Development and Supplier Diversity Programs on numerous P3 projects throughout North America. Plenary is also at the forefront of incorporating minority-owned equity into infrastructure P3 deals through engagement with minority-owned developers like Phoenix, American Triple I and Loop Capital.
