One of the most significant infrastructure investments in Ontario’s
history, the CAD$1.3bn parkway spans an 11km corridor and
includes 31 access ramps, 19 bridge structures, and 11 new
tunnels. Windsor Essex Mobility Group (WEMG) signed the
contract in 2010 and is now in the seventh year of a 30-year
operating term. In October 2021, WEMG’s main O&M service
provider ceased business operations in North America without
notice, requiring WEMG to take immediate action and exercise
step-in rights to ensure continuity of service. This included
engaging the local staff directly, securing a lease of the operations
yard, and acquisition of the fleet and all remaining assets. This
was all successfully and seamlessly executed without missing
any project agreement outcome targets. Since it took over, WEMG
has been fully self-performing all work and has taken appropriate
steps to mitigate the risks while working collaboratively with the
relevant shareholders, including the lenders and bond surety.
