James Budd

James Budd is a Director at Colliers Project Leaders, where he leads commercial and transaction advisory on major P3 projects across Canada. He brings over 15 years of experience spanning project finance, alternative delivery, and sustainable infrastructure investment on both the public and private sides of the table. Prior to Colliers, James served as Executive Director of Alternative Capital Financing at Alberta Infrastructure, leading teams responsible for structuring and delivering complex infrastructure programs through innovative financing models. His federal career includes senior roles at PPP Canada, Infrastructure Canada, and the Department of National Defence, giving him rare end-to-end fluency across policy, procurement, and delivery. James holds an MBA from Cornell University and a Bachelor of Business from Griffith University. He is bilingual in English and French.
