James Budd

James Budd is a Director in Colliers Infrastructure Advisory group where he leads commercial and transaction advisory services on major P3 projects. Prior to joining Colliers, James was the Executive Director of Alternative Capital Financing at Alberta Infrastructure, where he led high-performing teams responsible for structuring and delivering major public infrastructure projects through innovative financing models. 

With over 15 years of experience in project finance, P3s, and sustainable infrastructure investment, James has held senior roles across federal and provincial governments, including Infrastructure Canada, the Department of National Defence, and PPP Canada. He holds an MBA from Cornell University and a Bachelor of Business from Griffith University. A committed advocate for public value and strategic investment, James brings a depth of expertise and a global perspective to the P3 Awards judging panel.
