James Budd

James is the Executive Director, Alternative Capital Financing with Alberta Infrastructure. James has been active in infrastructure finance for over 13 years holding positions with Mott MacDonald, PPP Canada, National Defence and Infrastructure Canada. In his current role, James is responsible for Alberta's alternative finance infrastructure investments as well as Alberta's Unsolicited Proposals Framework. Prior to his role with Alberta Infrastructure, James led the Department of National Defence's Public-Private Partnership (P3) and Power Purchase Agreement (PPA) programs. Over the course of his career James has worked on energy, health, education, public transit, water & wastewater, transportation and trade projects across North America. He holds an MBA from the Cornell Johnson Graduate School of Management.
