Jay Brown

Jay has more than 25 years of experience advising public entities, economic development corporations, and universities in the development and execution of Performance Based Infrastructure (PBI) and public-private partnership (P3) for commercial real estate and infrastructure transactions. Jay has helped federal, state and local government clients, as well as universities, reduce costs, eliminate deferred maintenance, generate revenue, and procure needed capital improvements through appropriate PBI and P3 transactions. 

Jay and his team advise clients throughout the transaction process, including financial feasibility, procurement, negotiation, closing, and on-going asset and portfolio management. 

In 2024, Jay launched Hayat Brown Infrastructure Investment and Development, which leverages Hayat Brown's extensive P3 experience as an owner and developer of infrastructure projects.
