Dr. Morteza Farajian is the Executive Director of the Build America Bureau within the U.S. Department of Transportation (USDOT), a position he has held since his appointment in 2019 by President Trump. Under his leadership, the Bureau has evolved to operate as a driving force for infrastructure investment, combining the agility of a financial accelerator with the scale of a major federal lender to support innovative funding, financing, and delivery solutions through loan programs such as TIFIA and RRIF, tax-exempt Private Activity Bonds, and various technical assistance programs and grants. Key Highlights & Career History • Virginia Department of Transportation: Prior to his federal appointment, Dr. Farajian served as the Acting Deputy Secretary of Transportation for Virginia and Director of the state's Public-Private Partnerships (P3) Office. Over seven years, he managed the procurement, financing, and negotiation of multimodal transportation projects valued at over $14 billion, elevating Virginia's P3 program to a top-tier national model. • Innovation & Entrepreneurship: A strong advocate for alternative financing, he co-founded a crowdfunding platform designed to help local and small investors participate directly in infrastructure projects via equity or subordinate debt. • Education: He holds a Ph.D. and an M.Sc. in Project Management from the University of Maryland, as well as a B.S. in Civil Engineering
