Qingbin Cui

Dr. Qingbin (QC) Cui is Professor of Civil Engineering at University of Maryland. He directs the Build America Center and supports the US Department of Transportation in the implementation of President Biden's $1.2 trillion infrastructure law. He has over 20 years of industry and research experience in infrastructure management, sustainability, and data analytics. Dr. Cui is a technical advisor to the U.S. Department of Transportation for P3 Capacity Building. He served on expert panels for the U.S. Department of Energy on energy performance contracting and for the US Government Accountability Office on Agile software development. Dr. Cui led the research effort on the methodology development of emission benchmark on highway projects under the Verified Carbon Standard (VCS) program.  He has published more than 150 journal articles, conference papers, and technical reports. He holds a Ph.D. in Civil Engineering from Purdue University.
