Qingbin Cui

Dr. Qingbin Cui (QC) is a Professor of Civil Engineering and an Affiliate Professor of Public Policy at the University of Maryland. He leads the Build America Center and provides technical support to federal, state, and local governments for implementing infrastructure projects under IIJA. As a leading scholar in infrastructure project deliver and public private partnership, he spearheaded the development of the Value for Money Analysis Principles and Standards. He has received the ASCE Arthur M. Wellington Prize, Thomas Fitch Rowland Prize, ACEC Maryland Engineering Excellence Award, PMI Donald Barrie Award and other professional recognitions.
